Quick answer
In Australia, an eInvoice is structured invoice data sent directly between business software through the Peppol network. An invoice attached to an email as a PDF is not an eInvoice. Peppol is not generally mandatory for small businesses, but a government or large customer may require it.
The current primary references are the Australian Government small-business eInvoicing guide and the ATO Peppol guidance.
eInvoice vs emailed PDF vs paper invoice
| Format | Delivery | Buyer processing | Peppol? |
|---|---|---|---|
| eInvoice | Software to software | Structured fields imported automatically | Yes |
| PDF invoice | Usually email, link or download | Human review or OCR/data entry | No |
| Paper invoice | Post or hand delivery | Manual review and entry | No |
All three can carry valid Australian tax-invoice information. Peppol changes how the data moves and is processed; it does not remove the need for the supplier ABN, issue date, description, price and GST details required for a tax invoice.
How Peppol eInvoicing works
Australia uses a four-corner model:
- The supplier creates an invoice in its software.
- The supplier's accredited access point validates and sends the data.
- The buyer's accredited access point receives it through Peppol.
- The buyer's software imports the structured invoice for approval and payment.
Both trading partners need to be connected. The connection may be included in accounting software or supplied by a separate access-point provider. An ABN is commonly used to find the Australian recipient on the network.
The ATO is Australia's Peppol Authority, which means it oversees the local framework and accredited providers. The ATO says it does not receive or view the invoice contents as the invoice travels between the businesses.
Is eInvoicing mandatory in Australia?
Peppol eInvoicing is not generally mandatory for Australian businesses and it is designed for business-to-business and business-to-government transactions, not consumer sales. However, a tender, contract or large customer's onboarding process can make Peppol a practical requirement for that relationship.
Ask before the first invoice: “Do you accept a PDF by email, require upload to a portal, or require a Peppol eInvoice?” The answer determines the software you need.
When Peppol is worth prioritising
- You invoice Commonwealth, state or local government buyers that request eInvoices.
- Your major customers already receive Peppol invoices.
- You send a high volume and manual entry causes errors or approval delays.
- You want structured delivery that is less exposed to email interception and altered bank details.
- Your accounts team spends substantial time rekeying supplier invoices.
For a sole trader sending a few invoices to households or small businesses, Peppol may add little today. A clear PDF with a due date, payment details and reliable email delivery is often the simpler fit.
How to choose eInvoicing software
- Confirm that your buyer can receive Peppol and identify the endpoint it uses.
- Check whether your current accounting software already includes a connection.
- Search the official ATO eInvoicing Ready product register.
- Confirm whether the product can send, receive or do both.
- Test buyer matching, attachments, credit adjustments and status notifications.
- Keep a documented fallback for a rejected or unavailable endpoint.
Where PDF invoicing still fits
A PDF remains useful when the customer is not connected to Peppol, wants a human-readable attachment, or is a consumer. It also gives a sole trader a fast path from job completion to a professional invoice. See how to send an invoice by email and the Australian tax-invoice checklist.
Free Invoice App currently creates and sends PDF invoices by email or SMS; it is not a Peppol access point. If your buyer requires Peppol, use a certified product from the ATO register. If the buyer accepts PDFs, you can make an ATO-ready PDF without an account.
